Chief EU negotiator Ali Babacan said that if article 301 of the Turkish Penal Code existed with the same format in any other country, it would be executed in an entirely different way. Babacan said, "Lifting or changing Article 301 of the Turkish Penal Code will not change a great deal, so long as the players concerned do not change their mentality. They will simply find other articles of the Turkish Penal Code to put to use in the same way."

Babacan said that Turkey needed a 'change in mentality', adding, "We are attempting to realize a new philosophy with old players. This simply will not work."
