WORLD COMMITTEE OF THE PAN-ARMENIAN GAMES
|
Fundamental principles
1. Regulations of the Pan-Armenian Games
1.1 The present Regulations of the Pan-Armenian Games is a code of articles which details provisions of the Charter concerning the organization of the Pan-Armenian Games. It includes: Program of the Games, the Rules of competitions, the order and dates of submission of application forms for participation in the Games, Games Opening and Closing ceremonies, provisions about the rights of use of the Games’ symbols and advertising, information about the fixed annual fees of the cities-members of WCPAG as well as single participation fees for the participants’, couches’, referees’, officials’ and other persons’ participation in the Games.
1.2 The provisions of the Regulations are obligatory during the organization of the corresponding competitions and events.
1.3 Deviation from the Regulations are possible only to the extent, which is fixed in the Agreement concluded according to the Charter between the World Committee and the governmental Organizing Committee of the organization of the Pan-Armenian Games.
2. Participants of the Pan-Armenian Games
2.1 World cities combined teams participate in the Pan-Armenian games.
2.2. All citizens of the Republic of Armenia who have national Armenian passports can participate in the Games irrespective of their national belonging.
2.3 The citizens of all countries can participate in the Games, if they are Armenians in accordance with the following criteria:
- On father’s and mother’s sides;
- Only on father’s side;
- Only on mother’s side and therefore not having Armenian surname;
- Spouses, who have taken Armenian surnames after marriage.
2.4 Chiefs of sports delegations of the corresponding cities are responsible for the observance of these rules.
2.5 To certify validity of inclusion of this or that sportsman into the corresponding sports delegation, the participant should have with him/her a national passport or sanction for permanent residence (e.g. "Green Card") of the country the city of which wishes to participate in the Games.
Note: The above-mentioned provisions do not concern to couches and referees, whose being Armenians by their citizenship and origin is not necessary.
3. Participants’ age
3.1 There are no age restrictions for the participants of the Pan-Armenian Games, except those, prescribed by the International Federations’ competition rules in the interests of health.
4. Medical code
4.1 The sportsmen participate in the Pan-Armenian Games under their personal responsibility, their own fear and risk.
4.2 The participants of the Pan-Armenian Games must have with them the attested medical certificates as well as insurance policies covering the whole period of their participation in the Games.
5. Rights to the Symbol, Emblem, Flag, Motto, Anthem, March and Pictograms of the Pan-Armenian Games and conditions of their usage
5.1. The rights to the Symbol, Emblem, Flag, Pictograms, Motto and March of the Pan-Armenian Games are registered properly and all copyrights of the authors are protected by the Law of the Republic of Armenia "About the Copyright and Related Rights", which came into force on January 17th, 2000.
5.2. All the contracts about the commercial usage of the symbols of the Pan-Armenian Games will be considered invalid if not signed on behalf of the World Committee of the Pan- Armenian Games.
6. Order and dates of submission of the application forms
6.1 The preliminary application forms with the indication of the kinds of sports (separately for male and female) and number of the participants in each of them should be sent to the Secretariat of the World Committee till January 31st of the year of the Games.
6.2 The nominal team and individual application forms for participation in the Pan-Armenian Games should be sent till April 30th of the year of the Games.
6.3 The application forms sent after the deadline will not be accepted.
6.4 Special cases can be considered and Executive Board of the WCPAG can only take decisions on them.
7. Membership fees
7.1 The annual membership fee of the City Committees of the Pan-Armenian Games recognized by the World Committee, is $200 (two hundred). The fees should be paid till March 31st of each year.
7.2 To keep the recognition by the World Committee and to participate in next Pan-Armenian Games, the City Committees must completely pay off their possible debts till March 31st of the year of the Games.
7.3 The cities, sending their delegations to the Games for the first time, are exempted from annual fee payment, if their delegation does not exceed 5 persons.
8. Right of participation
8.1 All the members of a city sports delegation - sportsmen, couches, referees as well as chiefs and official persons accompanying them, must pay 5000 ( fife thousand ) AMD for the right of participation in Pan-Armenian Games.
8.2 Each member of a sports delegation receives a card of the participant (badge).
9. Program of the Pan-Armenian Games and rules of the competitions
9.1 The program of the Pan-Armenian Games includes 10 kinds of sport: football, mini-football, basketball, volleyball, athletics, tennis, table tennis, chess, swimming and badminton.
9.2 Competitions on football, mini-football, basketball and volleyball are only team ones.
9.3 Competitions on table tennis are individual and team ones.
9.4 Competitions on athletics, swimming, tennis, chess and badminton are individual ones, including double events.
9.5. Competitions on all kinds of sport are carried out in accordance with the Rules of the corresponding International Sports Federations in view of the amendments accepted by the World Committee for adaptation of the mentioned rules to the conditions of the Pan -Armenian Games.
10. Structures of the teams and number of the participants in the kinds of sport, included into the Program of the Games
10.1 Football (men).
Structure of the team: 21 persons, including 18 sportsmen and 3 responsible persons.
Note:
a) Players having the professional license are not allowed to participate in the football tournament of the Pan-Armenian Games. Professional players can be allowed to participate in the Pan-Armenian Games only if they are 36 years old;
b) Preliminary and quarterfinal matches are carried out under the formula 2 times õ 35 minutes. Semi-final matches - under the formula 2 times õ 40 minutes. Final match are carried out by the rules of FIFA - 2 times õ 45 minutes.
10.2 Mini-football (men).
Structure of the team: 15 persons, including 12 sportsmen and 3 responsible persons.
Note:
a) Players having the professional license are not allowed to participate in the mini-football tournament of the Pan-Armenian Games. Professional players can be allowed to participate in the Pan-Armenian Games only if they are 46 years old.
10.3 Basketball (male and female).
Structure of the team: 15 persons, including 12 sportsmen and 3 responsible persons.
10.4 Volleyball (male and female).
Structure of the team: 15 persons, including 12 sportsmen and 3 responsible persons.
10.5 Athletics (male and female).
17 disciplines are included into the Program of the competitions - 8 for female and 9 for male:
Female: run on 100m, 200m, 400m, 800m and 1500m, relay race 4 õ 100m, long jump, shot-put.
Male: run on 100m, 200m, 400m, 800m, 1500m and 5000m, relay race 4 õ 100m, long jump, shot-put.
Two best results shown by the athletes of each city are countered for them.
Note: Competitions are organized in three days: the first two days – on the kinds of sport, included into the program of the games. The third day is dedicated to the Day of record breaking on relay race 4 õ 400m, triple jump, as well as other disciplines on the decision of the Armenian Athletic Federation.
10.6 Tennis (male and female).
Two personal tournaments and two double tournaments among women and men are included into the Program of the competitions.
The main schedule for females is 32 (not more than 8 players from the cities of Armenia), for male - 64 participants (not more than 16 players from the cities of Armenia).
16 best (male and female) players will participate in the double tournaments.
10.7 Table tennis (male and female).
Two individual, two double and two team tournaments separately for male and female are included into the Program of competitions.
The main schedule both for male and female is not more than 64 participants (not more than 16 players from the cities of Armenia).
16 best (male and female) players will participate in the double tournaments.
Not more than 16 teams are allowed to participate in team competitions (3 male and 3 female players).
10.8 Chess (male and female).
The Program includes individual tournaments for male and female. Chess players whose rating is not more than 2300 glasses, are allowed to the competitions.
Competitions are carried out by the “Swiss” system.
10.9 Swimming (male and female).
The following disciplines are in the program of the competitions:
Female - free style – 50m, 100m, breaststroke – 50m and 100m, free style relay – 4 õ 50m
Male – free style – 50m, 100m, 200m, breaststroke – 50m and 100m, free style relay – 4 õ 50m
10.10. Badminton (male and female).
Two individual and two double tournaments among male and female are included into the Program of competitions.
The main schedule for females is 32 (not more than 8 players from the cities of Armenia), for males - 64 participants (not more than 16 players from the cities of Armenia).
16 best (male and female) players will participate in the double tournaments.
10.11 Participation of guests is not limited in individual competitions.
The number of the participants from Armenia is defined as agreed between the corresponding Armenian sports federation and the Executive Board of the WCPAG.
10.12. Not more than two cities from one country are allowed to participate in the team competitions on football, mini-football, basketball, volleyball and table tennis.
10.13. Special cases can be considered and Executive Board of the WCPAG can only take decisions on them.
11. Number of drawn medals on kinds of sport among the cities-participants of the Games

12. Opening ceremony of the Pan-Armenian Games
121 Three flagpoles are set up in front of the honorable tribune, on the right side of a football field; the central pole for the flag of the Republic of Armenia, the one on the right for the flag of the World Committee of the Pan-Armenian Games, the one on the left for the Yerevan city flag. The flag of the city should wave on the flagstaff before the beginning of the ceremony. Only the flags of the Republic of Armenia and the Pan-Armenian Games will be raised during the Opening ceremony.
A place (podium) for protocol appearances should be foreseen on the football field, in front of the honorable tribune.
After the President’s arrival at the stadium the orchestra arrives and begins to play the national anthem, everyone stands up and the state flag of the Republic of Armenia is raised on the top of the flagstaff.
Honorable guests and officials take their places at the honorable tribune, according to the list coordinated with the state protocol of the Republic.
The parade of the participants. The parade of the participants begins with the sounds of the official sports march of the Pan-Armenian Games (music by A.Melik-Shahnazarian). An official Pan-Armenian Games standard bearer, accompanied by an honorable escort, consisting of two person, walks in front of the parade. The delegations of the participating cities follow them.
12.2 The delegations of the cities-participants enter the stadium from the main entrance and walk behind the tablet with the name of the corresponding city (in Armenian, Russian and English) and the flag of the corresponding city delegation. The sizes of the tablets with the names of the cities are defined by the Organizing Committee and should be the same for all the city-participants of the parade. Tablets of the cities are carried by the girls, hostesses of the Games, who are dressed in uniforms. The flags of city are carried by standard bearers of delegations.
If a city does not have its own flag, the delegation can walk under the flag of the City Committee of the Pan-Armenian Games. In that case the emblem of the Pan-Armenian Games should be one of the important elements of the flag.
All the delegations walk according to the Armenian alphabet except the delegation of Yerevan, which walks in the end, as the city-host of the Games. Once Yerevan city delegation appeared on the stadium, the Games’ official sports march is played again. Passing the honorable tribune, the members of the delegations welcome the President of th republic and the spectators.
Participants of the parade are not allowed to carry the national flag of their country instead of the city flag or together with it. Exceptions can make small national flags in the hands of the sportsmen, the size of which size should not be larger than 20 cm.
12.3. The name of the firm-sponsor, not larger than 50% of the Pan-Armenian Games emblem (the Pan-Armenian games emblem should be placed on the participants breasts) is allowed to be placed on sports uniforms of the participants, which can have an emblem of the city delegation and of the Pan-Armenian Games.
12.4 Every delegation walks through the whole circle of the racing path, then walks out onto the football field before the honorable tribune and takes its place, prepared for it by the organizers of the Games, behind the tablet and the flag of the city.
After all the delegations take their places on the football field facing the central tribune, standard bearers of the delegations walk to the pedestal, placed in the center of the field, and form a semicircle, inverted to the central tribune.
The official standard-bearer of the Pan-Armenian Games takes its place with his escort in front of the pedestal of honor. At that time the Chairman of the Organizing Committee, the Mayor of Yerevan city and the President of the World Committee, accompanied by the chief of the protocol of the Games, come down the honorable tribune to the pedestal.
12.5 The announcer lets them have the floor in the following order: the Chairman of the Organizing Committee, the Mayor of city and the President of the World Committee. The statement of each of them should not exceed 3 (three) minutes.
The President of the World Committee ends his statement with the following words: "I have the honor to ask the President of the Republic of Armenia, to announce the Fourth Pan-Armenian Games open".
12.6 The President of the Armenia addresses to the participants of the Games from his place on the honorable tribune with a short greeting, which ends with the following words: "Today, on August 18th, 2007, I announce the Fourth Pan-Armenian Games open!"
The main flag of the Pan-Armenian Games is taken out onto the stadium. It is carried by six sportsmen and official persons - three from Armenia and Nagorno Karabagh and three from different countries of the Diaspora.
The escort approaches the pole and fastens the flag to the flagstaff’s cable.
Call sign is rung and then the hymn of the Pan-Armenian Games is played (music by Babajanyan and Harutunyan). Under its sounds the flag of the Pan-Armenian Games slowly rises up.
12.7 An athlete from the Diaspora, which is to make an oath on behalf of all the participants (name of the sportsman or sportswoman is defined by the Executive Committee of the World Committee) raises his/her right hand before himself/herself and utters the following words of oath:
"On behalf of all the participants I swear, that we shall participate in the Fourth Pan-Armenian Games, respecting and submitting to working sports rules, according to sports spirit, in the name of a sport’s honor, glory of the participating cities, Armenian people and our Motherland - Armenia".
12.8 Right after that a referee from Yerevan, city-host of the Games, (name of the referee is defined by the State Committee on Sports as agreed with the Armenian National Olympic Committee) goes up the pedestal and in the same way utters the following words of referee's oath:
"On behalf of all the referees I swear to judge these Games with complete impartiality, respecting and submitting to working sports rules, according to sports spirit, in the name of sport’s honor, glory of the participating cities, Armenian people and our Motherland - Armenia".
12.9 The bearer of the Pan-Armenian Games Flame, accompanied by two sportsmen of escort, appears at the stadium at that time. He runs onto the stadium from the main entrance, runs through the whole circle of the racing path and directs to the Cup of the Games’ Fire. The sportsmen of the escort stay in front of the tribune, and the bearer of the Flame gives the torch to the nominated famous Armenian champion. The latter walks up the steps to the Cup. Having reached the platform he raises his right hand with the torch and freezes for 20 seconds welcoming the spectators, then he brings the torch to the Cup with confident movement and lights up the fire. The moment the fire is lit, the fanfares start to ring. The bearer of the Games’ Flame blows out his torch, comes down the steps and leaves the stadium accompanied by his escort.
12.10 After that pigeons or balloons are let out in the sky. While pigeons or balls fly away, the standard-bearer, whose escort, as well as the persons uttering the oath, join him, come back to their places.
The standard-bearers of the cities’ delegations go ahead of the parade and walk to the exit of the stadium, taking away with themselves the Pan-Armenian Games city-participants’ delegations, in the same order, in which they entered the stadium.
Note: The ceremony of the parade should not take more than 1 hour.
12.11 After the participants of the Games leave the stadium and take their places on the tribunes, the demonstration of sports performances and the concert of masters of art and dancing collectives begin on the field.
Note: The opening ceremony can be included in the Scenario of the Games’ Opening. The Opening ceremony of the Games cannot take more than 2,5 hours.
13. Awarding the winners of the Games
13.1 Awarding the winners of the Games is organized right after the final competitions, included into the program of the Games. Exception makes the awarding of the winners of Cups "Fair Play", "Sports Spirit and Tolerance", as well as winners of competition "Miss Pan-Armenian Games", the winners of which receive prizes during the Closing ceremony of the Games.
13.2 Groups of three persons award the winners. One of them is a representative of the Organizing Committee (if available), second one is a representative of the World Committee and third one is a representative of the corresponding national sports federation.
13.3 Real number of delivered medals.
Below the real number of medals, which are delivered individually to winners and prizewinners of the Games in view of teams’ staffs in the various kinds of sport is given.

Note: In the competitions on football, mini-football, basketball (male and female) and volleyball (male and female) one coach is awarded together with the sportsmen.
The teams and sportsmen, who have taken places 1-6, are awarded the Diplomas. The couches of the teams, which have taken places 1-3 (football, mini-football, basketball, volleyball and table tennis) are awarded the Diplomas.
All the participants of the official sports delegations of cities are awarded memorable medals and letters of appreciation for participation in the Games.
First 2007 participants of run "For All" on a distance of 2007 meters are awarded special certificates.
13.4 Number and kinds of the delivered Cups.
The teams-winners on football, mini-football as well as female and male teams on basketball, table tennis and relay race teams on athletics and swimming will be awarded the Cups of the Fourth Pan-Armenian Games. Winners on tennis and chess between male and female are also awarded the Cups.
The winners of the Games in individual competitions, which results will exceed the national records of Armenia can be awarded the Cups.
The winners in nominations "Fair Play", "Sports Spirit and Tolerance", "Miss Pan-Armenian Games” will be awarded special Cups.
14. Closing ceremony of the Pan-Armenian Games
14.1 The Closing ceremony of the Games takes place at the Opera & Ballet Theatre
During the Closing ceremony the rewarding ceremony of the champions of the Games on football takes place. Then the rewarding of the winners of “Fair Play" and "Sports Spirit and Tolerance" as well as "Miss Pan-Armenian Games - 2007" prizes is organized.
The same persons as in the parade of the Games’ Opening participate in the final parade. The standard-bearers of delegations walk ahead of the general column.
Behind them, again in general column, walk girls carrying the tablets with the names of the cities (in the Armenian, Russian and English) participating in the Games.
Then, general column, walk the sportsmen-participants of the Pan-Armenian Games.
The participants of parade walk through the whole circle of the racing path of the stadium and take their places in the center of the field. As soon as the participants take their places, standard-bearers form a semicircle around of the pedestal opposite to the honorable tribune.
14.2 The Chairman of the Organizing Committee and the President of the World Committee walk up on podium. The President of the World Committee makes farewell speech (not more than 3 minutes). Then the Chairman of the Organizing Committee makes short speech (not more than 5 minutes) and announces the Games closed with the following words:
"On behalf of the President of the country I express my sincere gratitude to the delegations of the cities-participants for coming to Yerevan, the capital of Armenia and for participation in the Fourth Pan-Armenian Games.
I announce the Fourth Pan-Armenian Games closed and according to the tradition I call the Armenian youth from all the cities of the world to come to Yerevan, the capital of the Republic of Armenia for participation in the V Pan-Armenian Games, which will be held in 2011 ".
14.3 After that, the fanfares start to ring. An escort of six person (look the Scenario of the Opening ceremony) walks out from the main entrance and in a solemn march approaches the flagstaff. The members of escort slowly draw down the Flag of the Pan-Armenian Games, then walk up the podium, turn off the Flag and give it to the Chairman of the Organizing Committee, who, in its turn, gives the Flag to storage to the President of the World Committee of the Pan-Armenian Games.
14.4 The announcer draws the audience’s attention to the Cup of Fire. The Fire slowly dies away under the sounds of drum-type fraction. The end of drum-type fraction coincides with the Fire slaking.
An inscription "See you in Yerevan at the V Pan-Armenian Games in 2011 " appears on the panel of the stadium.
After the solemn ceremony, the participants of the parade leave the field of the stadium and take their places on the tribunes.
14.5 Sports performances and farewell concert begin. They should not last more than 1 hour without interruption.
Note: The concert, in accordance with the Scenario of the Closing, can be included into the Closing ceremony and the duration of the Games’ Closing festival cannot exceed 1,5 hours.
