AZERBAIJAN IS A 1918 CREATION OF TALAAT AND ENVER, THE YOUNG TURKS WHO CARRIED OUT THE GENOCIDE OF THE ARMENIANS
It was reported in the news at the time that Azerbaijan was created by Enver Pasha in as early as 1917, with the name Azerbaijan being barrowed from a region in Northern Persia. The “Azeris” in this new unheard of country were actually the Tatars, who lived in the Russian Empires protected territory of Armenia, which included Baku.
On October 2, 1918, the New York Herald (New York, New York) ran a story regarding a deal in which Talaat secured a loan of $200 million from the Central Powers and the right to occupy Baku, which at the time of publishing this story, Turkey had already taken control of Baku and claimed it.

Plea Made to Ferdinand.
After the Kaiser’s conversation with King Ferdinand of Germany in August, the Kings of Saxony and Bavaria visited Sofia with the object of personally influencing King Ferdinand to remain true to his alliance. The visit taught them the real power of Bulgaria and that the country no longer rested in the King’s hands. They also learned that unless something was done to give Bulgaria material support and recreate the fighting spirit of the army, they could not prevent the threatened defection.
The result of their presentations was that the whole Bulgarian Government visited the front in an endeavor to encourage the army, but without apparent success. As Germany and Austria were unable to spare troops, the only alternative was to induce Turkey to send reinforcements to the Salonica front and recent discussions of Talaat Bey, the Turkish Foreign Minister, in Berlin with the representatives of the German, Austrian and Bulgarian Governments were largely devoted to this subject. Talaat’s price was high and eventually paid.
This included a loan to Turkey of 45,000,000 Turkish pounds (approximately $200,000,000) and the right to occupy Baku, the important oil city on the Caspian Sea, and settlement of the Maritza frontier dispute in Turkey’s favor. (Baku since has been occupied by the Turks.)
In return for these concessions Turkey was to send her troops to western Asia Minor to aid Bulgaria to repel an expected attack, but Talaat’s undertaking was not confirmed by his colleagues in Constantinople. Enver Pasha and Djavid Bey, Minister of Finance, accepted the concessions and acted upon at least one of them, but objected to lending troops to Bulgaria, raising all possible excuses to delay matters.

The two maps document in 1918, that the territories in which Azerbaijan claims today are for the most part Armenian legal territories. You will notice that "Azerbaijani" does not appear on this map. The second map has a caption that reads:
“ARMENIA, AS IT WILL REAPPEAR ON THE MAP. AREA 133,289 SQUARE MILES
The boundaries of Armenia are as well defined and fixed as those of England. The Congress of Berlin (1878), the Ambassadors of the Great Powers at Constantinople (1895), and the Ambassadorial Conference at London (1913), reaffirmed, in part, or in whole, the boundaries of the Turkish Armenia. Out of a total population of 4,000,000 to 4,500,000 that there may be within the boundaries of the restored Armenia, over 3,000,000 will be Armenian.”
